That depends on what you call a "robot". Do you mean a cyborg or a pure machine? A pure machine can not evolve from humans lest Dollo's law be violated.
The question that must be asked is "has memetics been revived?", because memetics is the next evolution, not machines.

They're mentioning " pure machines ", not cyborgs. Do you mean to say that a pure machine can't evolve from cyborgs or a pure machine can't evolve from something that's been designed by humans ? As in " A robot designed by a robot would be a ' pure robot ' ".
